We lived at the Bellevue for two years. We’ve been living in apartments nationally and internationally for more than 15 years. This rating is based on our experiences over that period. Bellevue was definitely the best of the lot. Service Staff and management are very service oriented. We were treated as welcome guests not as “revenue opportunities” to be exploited or tolerated. Good staffing levels, especially maintenance. Many places tout themselves as “communities”. We lived in several of those. At Bellevue there was no such touting, but rather the reality. This came from the management and staff and then from residents. Building Well constructed. Solidly built. Good walls. You won’t hear your neighbors nor be able to see when they turn their apartment lights on or off. Well designed. Bellevue has semi-open hall corridors which catch the wind. And thus cool the building. We ran our A/C infrequently even in the summer. Amenities Fantastic residents’ lounge on the top floor (17th Floor) of the taller tower. Three walls of windows with great views of the Mekong and Tonle Sap Rivers and downtown Phnom Pehn. Effective A/C. Free Wi-Fi. Free tea and real coffee. The latter from a Jura machine that grinds beans for each cup and uses fresh milk. No chemical capsule coffee here. Library – eclectic collection of books and movie DVD’s—donated by residents. Green lawn outside the lounge for walking, yoga, etc. On top of the shorter tower, the Sunrise Lounge. Pre Covid the breakfast restaurant. Also used for residents’ parties. Or just watching the sunset. A tennis court, swimming pool, gym, kids’ playroom. Bellevue also has a small convenience store. Residents Mostly expat professionals and families. Responsible people > responsible behaviour. Mix of nationalities. Very friendly. Despite being newcomers we were welcomed and invited to resident organized parties. Security 24 hour guards. Gated. Key card access controlled elevators. Location Out of the hustle, bustle and noise of the city center but not far away. Short tuk tuk ride (roughly $3.5 with tip) to Aeon Mall 1 or 2. Bellevue free shuttle bus Mon – Fri to Lucky Department Store on Sihanouk next to ABA Bank HQ. On weekends and holidays to Aeon Mall 1. There’s also a ferry at the Sokha Hotel at the tip of the peninsula over to the Phnom Penh side – short walk to Aeon Mall 1 or to the PP-side Corniche/Royal Palace area. Good Neighborhood The Bellevue is excellent but what about its surroundings? One door over on the left is Khmer Organic Food. Great selection—meat, poultry, fish, fresh veggies, & fruit, rice etc. Lucky Supermarket and Aeon Value Max near the foot of the bridges to Phnom Penh. A 15-20 minute walk. Don’t miss the donut cart on Water Plant St. just around the corner off Tonle Sap. Get there early for the powdered sugar donuts! They sell out fast. Great area for a walk or exercise.
